Grey Dove was founded to address a structural gap in the way AI is governed: authority, procedure, accountability, drift, and lawful action are architectural problems, not refinements of model behaviour, and must be designed into the governing structure.

The work centres on Procedural Constitutional Architecture (PCA), a governing architecture for intelligent systems. It defines jurisdiction, constitutes and bounds authority, makes procedure explicit, governs conflict, and preserves structural integrity as systems scale and evolve.

The work is informed by more than three decades of international consulting in technology and engineering, designing and delivering complex systems in financial services, global insurance, media, energy, government, and international organisations.

Authority, control, auditability, regulatory compliance, and operational resilience shaped the design of systems operating across complex, federated institutional environments. These same structural demands are directly applicable to the governance of advanced AI.
